REG is a company that Generates and distributes power in Rwanda. As a national utility, the company has been in existence since 1976, as ELECTROGAZ. ELECTROGAZ was founded in 1939 as “REGIDESO” by the colonial masters supplying water, electricity and gas to RWANDA-URUNDI with its Headquarters in Bujumbura. The company was later divided into REGIDESO Rwanda and REGIDESO Burundi in 1963. In 1976, REGIDESO Rwanda became ELECTROGAZ and was granted the monopoly for the production and distribution of water and electricity in the country. After the 1994 genocide, there was an increase in urban settlements, thus increased demand for water and electricity. The installed capacity for water and electricity supply could not sustain the increased demand, which called for further investments.

Description, duties, responsibilities

Responsible for the overall implementation of M&E policies and strategies, management of the M&E processes and facilitation of knowledge building and knowledge sharing on monitoring and evaluation in order

The Monitoring and Evaluation Specialist will ensure the following responsibilities:

• Assess existing M&E systems and take lead to establish monitoring and evaluation frameworks for Energy development projects;

• Develop monitoring and evaluation tools and methods and processes for Energy development projects;

• Provide technical support to Heads of Units and Project Managers to strengthen their monitoring and evaluation systems and capacities;

• Ensure alignment of Monitoring and Evaluation plans and activities with M&E framework of the line Ministry (MININFRA) and national level

• Provide technical guidance at department, unit, project and management levels for the effective implementation of the M&E plan, through training and other on-site support;

• Actively participate in developing EDCL annual action plan, Performance Contract and Investment Plan

• Liaise with Heads of Units, Project/Programme Managers and coordinators to identify actual and potential implementation problems and bottlenecks and trouble shoot and recommend appropriate strategies to address them;

• Manage and provide leadership on M&E of the Energy Development Projects and Programmes

• Ensure periodical reviews and progress reporting (weekly, monthly, quarterly, annually, intermittently) for energy development projects and programmes in-line with the EDCL annual action plan, Performance Contract and Investment Plan

• Ensure that M&E tools and mechanisms meet the M&E needs of both internal and external energy development stakeholders

• Review the quality of existing data sources, the methods of collecting them and the degree to which they will provide good baseline data for mid-term and end of project and program evaluations; based on this review consult partners to develop approaches to address identified gaps;

• Prepare Terms of Reference (TOR) for baseline, mid-term, and end of project/programme surveys including methodology preparation and provide overall technical direction for the conduct of the surveys;

• Facilitate knowledge building and knowledge sharing in the area of monitoring and evaluation

• Conduct frequent field/site visits to assess progress of energy development projects and pogrammes and troubleshoot and escalate issues aimed at effective and efficient completion of projects/programmes

• Identify and formulate lessons learned and document best practices from project/programme evaluations and studies to be integrated into project reports and future project plans;

• Lead the design and delivery of M&E training and/or capacity building to personnel of EDCL

Participate in external supervision, monitoring and evaluation missions of the energy development projects and programmes conducted by different development partners through facilitating access to M&E data as required.

Requirements and Skills

  • • Bachelor’s Degree (A0) in a economics, management, public administration or any other relevant field with 3-5years of direct relevant experience in a monitoring & Evaluation role or • Master’s Degree in a economics, management, public administration or any other relevant field with a minimum of 3 years of direct relevant experience in a monitoring & Evaluation role
