REG is a company that Generates and distributes power in Rwanda. As a national utility, the company has been in existence since 1976, as ELECTROGAZ. ELECTROGAZ was founded in 1939 as “REGIDESO” by the colonial masters supplying water, electricity and gas to RWANDA-URUNDI with its Headquarters in Bujumbura. The company was later divided into REGIDESO Rwanda and REGIDESO Burundi in 1963. In 1976, REGIDESO Rwanda became ELECTROGAZ and was granted the monopoly for the production and distribution of water and electricity in the country. After the 1994 genocide, there was an increase in urban settlements, thus increased demand for water and electricity. The installed capacity for water and electricity supply could not sustain the increased demand, which called for further investments.

Description, duties, responsibilities

The role of the Manager Research and Development is to take lead in the building of partnerships and relationships with institutions- academic and research centres so as to keep REG/EDCL abreast of new energy products and changing technologies and methods for improvement so as to maintain its competitive position.

Strategic management

1 Develop and implement research and development procedures and policies and ensure that they are communicated to all staff so as to maintain consistent approach to activities.

2 Review and internalise the organisation strategy with particular focus on proposed research programs as well as identifying prospective research activities

3 Planand ensure effective implementation of energy research activities that will add value to energy development and ensure proper custody and dissemination of research results

4 Take lead in supporting heads of units and other internal stakeholders to fully understand and appreciate results from research activities and ensure such results are put to appropriate use to advance energy development

5 Take the lead and work with the Planning and Finance team in developing the annual research budget ensuring that all research projects have been sufficiently planned and resourced for quality execution.

6 To assess and keep up to date with energy research trends to ensure REG/EDCL’s alignment to global and national energy priorities. Take lead in the creation of strategic partnerships with relevant academic and research institutions aimed at conducting joint researches, technical analyses related to energy

7 Research Development

8 Identify needs and opportunities for research and analyses that will provide evidence based solutions to Rwanda’s energy problems and challenges

9 Plan and conduct applied research, studies and analyses to work challenges as a process of improving current work methods and procedures



11 Provide leadership to the unit staff and Supervise and manage their performance and development in line with the Organization’s goals, objectives, policies and regulations.

12 Develop a departmental quarterly and annual work plan and financial budget and monitor their implementation in line with the institution’s Business plan and energy strategy and policy.

Budgeting and Reporting

13 Manage budgets and costs of all research activities which he/she is accountable for.

14 Report periodically (weekly, monthly, quarterly and annually) on the performance of the Directorate (budgets Vs actual targets) and produce intermittent reports as and when required

Requirements and Skills

  • • Bachelor’s Degree (A0) in Engineering, Environmental sciences, Natural resources management, hydrology or any other relevant field with 3-5 years of direct relevant experience in research & development related role in the energy sector or • A ,Master’s Degree in Engineering, Environmental sciences, Natural resources management, hydrology or any other relevant field with a minimum of 3 years of direct relevant experience in a research & development related role in the energy sector
