REG is a company that Generates and distributes power in Rwanda. As a national utility, the company has been in existence since 1976, as ELECTROGAZ. ELECTROGAZ was founded in 1939 as “REGIDESO” by the colonial masters supplying water, electricity and gas to RWANDA-URUNDI with its Headquarters in Bujumbura. The company was later divided into REGIDESO Rwanda and REGIDESO Burundi in 1963. In 1976, REGIDESO Rwanda became ELECTROGAZ and was granted the monopoly for the production and distribution of water and electricity in the country. After the 1994 genocide, there was an increase in urban settlements, thus increased demand for water and electricity. The installed capacity for water and electricity supply could not sustain the increased demand, which called for further investments.

Description, duties, responsibilities

The Financial Controller reports to the Chief Finance Officer and contributes to the overall success of the organization by effectively managing all financial tasks andoverseeing budgeting and accounting functions

Financial accounting and reporting

1 Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with generally accepted accounting principles (GAAP)

2 Develop, implement, and ensure compliance with internal financial and accounting policies and procedures

3 Implement all financial statutory requirements of the organization are met

4 Prepare all supporting information for the annual audit with the approved external auditor

5 Prepare all supporting information for authorized statutory entities

6 Document and maintain complete and accurate supporting information for all financial transactions

7 Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control, and petty cash

8 Reconcile bank and investment accounts; and manage cash flow

9 Review monthly results and implement monthly variance reporting as compared to budget

10 Manage the cash flow and prepare cash flow forecasts in accordance with policy

11 Manage the bookkeeping function, using an appropriate Accounting Package, including maintenance of the general ledger, accounts payable, accounts receivable and payroll

12 Develop and implement policies and procedures as required to ensure that personnel and financial information is secure

13 Assist the CFO with financial reporting as required at Board meetings and provide advice to support the decision making process

Payroll preparation and administration

14 Oversee all payroll functions to ensure that employees are paid in a timely and accurate manner

15 Assist with the negotiations and manage the employee insurance and benefits plans

16 Process and submit statutory and benefits remittances on time

Budget preparation

17 Participate in the Budget preparation process, in consultation with the Finance department and heads of other departments

18 Assist staff with the preparation of budgets for funding applications

Project management (activity centres) accounting

19 Provide accurate and timely reporting on the financial activity of individual projects

Requirements and Skills

  • • Bachelor’s Degree (A0) in Finance, Commerce, Accounting, Business Administration or ACCA,CPA qualification with 3-5 years of direct relevant experience in a Finance Management/control related role or • A Master’s Degree in Finance, Commerce, Accounting, Business Administration with a minimum of 3 years of direct relevant experience in a Finance Management/Control related role,
