About REG-EDCL

REG is a company that Generates and distributes power in Rwanda. As a national utility, the company has been in existence since 1976, as ELECTROGAZ. ELECTROGAZ was founded in 1939 as “REGIDESO” by the colonial masters supplying water, electricity and gas to RWANDA-URUNDI with its Headquarters in Bujumbura. The company was later divided into REGIDESO Rwanda and REGIDESO Burundi in 1963. In 1976, REGIDESO Rwanda became ELECTROGAZ and was granted the monopoly for the production and distribution of water and electricity in the country. After the 1994 genocide, there was an increase in urban settlements, thus increased demand for water and electricity. The installed capacity for water and electricity supply could not sustain the increased demand, which called for further investments.

Description, duties, responsibilities

Develop, implement and maintain the Assets and Facilities management system, oversee and implement the overall Assets and Facilities operations, including; demand, acquisition, logistics, disposal, performance and risk management. Review the Assets and Facilities performance and make recommendations to improve the efficiency and effectiveness of the service delivery

Planning

1 Plan, develop, organize, direct, manage and evaluate the operations and budget of assets and logistics in Energy Development Corporation Limited (EDCL)

2 Develop the logistics strategy for the organization

3 Set policies and standards, including determination of health and safety procedures for the handling of dangerous goods, and ensure compliance with transport regulations

4 Direct and manage corporate governance and regulatory compliance

5 Defines standards and procedures, and implement strategies to improve efficiency and customer service

Asset Management

6 Address activities in customer service, warehousing, inventory, transportation, materials handling, and strategic planning

7 Monitor logistics expenses and facilities allocation and accurate reporting of distribution data

8 Promote and ensure the use of cost ratios to improve operational efficiencies

9 Develop and promote continuous improvements and best practices for an optimal operational supply chain process based on supply chain efficiency and performance indicators’ trends

10 Develop and monitor the planning, organizing and execution of logistics support activities such as maintenance planning, repair analysis, and test equipment recommendations

Risk Management and Compliance

11 Identify risk within the assets and facilities activities and monitor compliance with the set policies & procedures.

Process Improvement and Management

12 Develop and implement asset management cost saving and profit improvement plans and change management plans

13 Manage contractor and subcontractor activities, reviewing proposals, developing performance specifications

14 Continuously analyses the activity data, identifies causes of dysfunction and proposes corrective measures accordingly

Requirements and Skills

  • • Bachelor’s Degree (A0) in Economics, Commerce, Procurement, Logistics management, Management, Accounting, Business Administration, Public Administration with 3-5 years of direct relevant experience in assets and logistics management roles or a Technical Diploma with 10 years’ experience in a similar role or • A Master’s Degree in Economics, Commerce, Procurement, Logistics management, Management, Accounting, Business Administration, Public Administration with a minimum of 2 year of direct relevant experience in assets and logistics management roles,
